Randy McGinnis (Retired Air Force) is an accomplished Contract Manager with over 20 years of military experience, specializing in the procurement of commodities, services, and medical services. Throughout his military career, Randy held key leadership positions, leading large teams, while managing complex and high value contract portfolios. Randy joined Monterey in 2024 as an Acquisition Support Specialist II, to supporting federal, state, and local government clients as well as university partners through program execution.  He is known for being well-organized and a creative thinker, with a proven track record of leadership at both the tactical and strategic levels. His record demonstrates his commitment to exceeding expectations and executing objectives; while bringing a wealth of expertise in contract management, effective negotiations, and building collaborative relationships and teams. Randy prides himself on delivering optimal performance and compliance in diverse contracting environments.

Randy is a Department of War Certified Acquisition Professional and holds a Bachelor’s degree with an emphasis on Business and Acquisition Management.
