Team Lead/SME Procurement Support

Frank joined Monterey in 2021 as an Acquisition Support Specialist part of the North Carolina Department of Health and Human Services COVID-19 Contracts Team. He is currently responsible for leading this team with all daily activities related to contract management as well as invoice processing for more than 30 contracts and over $1B in spending overall. Frank retired from the Air Force in 2019 and has over 16 years’ experience in Government Contracting in various contracting roles. His experience includes market research, acquisition planning, contract type determination, source selection, proposals cost and price analysis, contract negotiations, execution, and life-cycle management. Frank also has extensive experience in construction contracts, commercial commodities, and commercial and non-commercial service contracts. He earned his Bachelor of Business Administration with a concentration in Acquisitions and Contracts Management from Strayer University. Frank enjoys live sporting events, mainly baseball, live music and comedy shows, visiting amusement parks such as Disney and Universal and spending time with his family.
