Description of Work:

The taskings for this effort include: (1) MPP Database Development, (2) Statistical Analysis Reporting, (3) Outreach Support, (4) Conference/Symposia Support, (5) Internet Support, (6) Program Management Support, (7) Advanced Acquisition Forecast Database Management Support, (8) Market Research Support and (9) Program Area Support for the Army MPP and Small Programs.

Specific Content:

  • Monterey’s initial IDIQ task involves total program management support for the Army MPP. This includes support for across the entire contracting spectrum from RFP development/issue to assisting in contract award/post award functions, and ongoing daily program management support from our on-site MPP expert. Additional MPP taskings are in development, as well as other major taskings for support of the small business program. The key contract requirement areas include the following:
  • Develop, implement, maintain, and improve automated software tools to support the various missions of the Army SADBU Mentor-Protégé Program (MPP) and the Advanced Acquisition Forecast of the Army SADBU.
  • Perform statistical analysis of data under MPP. These statistics will be compiled on the mentor‑protégé agreements as directed by the MPP Manager. Data shall be analyzed to monitor history and growth of program participants
  • Assist in developing an outreach program through the Army SADBU website and other media as determined by the SADBU office
  • Support an annual MPP conference and six regional workshops. These activities require liaison with the Major Army Command (MACOM) SADBU offices.
  • Recommend enhancements to the MPP web pages and recommend updates to maintain their currency and effectiveness.
  • Act as the focal point for all MPP mission requirements. Assist in the establishment and maintenance of a comprehensive program for the management, review and administration of the MPP.

  • Conduct surveys and perform statistical analysis of data from Government and commercial sources to do market research for requirements developed by various Army Commands.

Program area support includes providing subject matter experts in each of the Army Small Business Program missions. Maintain an understanding of program priorities, project status, and program information to answer questions.
